That does seem a little excessive. Really, if you have flashing red lights at the crossing (or even a regular stop light, for that matter), you shouldn't need the horn except for emergencies.
Most of the residents I heard from had no problems with the train horn, but rather the wayside horn was the source of their frustration. Shouldn't have to wear earplugs inside your house or place of business.

Should pull all that automated wayside horn crap out,
and let the train engineers blow the horn 2 long 1 short and another long like the FRA requires.
