Dubstep is at 140 and uses lots of samples from reggae and dub and the whole structure of the tracks is totally different. Dnb is at 170, uses samples from pretty much everywhere, has syncopated beats, totally different structure to dubstep. Yes they do both focus on the basslines but this is also true for trance, electro house and some techno, and you can hardly say they are all the same.
