His name is Izzat Lakhnavi and he is considered one of the best salam khuwan in 80's or early 90's. Honestly speaking, I don't know much about him as well, but this nouha/salam from him got so much respect and popularity that now it is perhaps a must-recited nouha in Sham-e-ghareeban, at least in Karachi (Pakistan)

Zaidi bhai Izzat Lakhnavi passed away in 1977 at the age of 47 years. The two small boys in this video are his sons.One son is now Imam in Abu Turab Imambargah in Karachi.
