Second of all, there is no proof to your claim. Hell, Dissidia's plot and other story elements make it even more likely that they ARE the same person.
While I will admit that I didn't play FF9 or FF1 I will say that it seems VERY unlikely they are the same person.. they look nothing alike and furthermore there is NOTHING in the dissidia plot that suggests that.. The dissidia so called "plot" merely makes references to the FF9 Garland
The Garland in FF9 makes a statement that he was a biological weapon created for military purposes, and the Reports in Dissidia clearly state the FF1 Garland has the same origin. The reports also state that Garland was given the ability to move across time and space, and even to resurrect himself. Furthermore, the FF9 Garland controls the same Four Fiends from FF1 (Lich, Marilith, Kraken, & Tiamat).
Also, characters can be the same without looking the same if they're different ages.
hmm you may have a valid point... only thing is I have read FF1 Garlands origin in the ff wiki and it says he was a knight who betrayed his kingdom and captured the princess Cornelia.. never says anything about him being a "biological weapon" and then it gets more confusing by saying that he went back in time or something to become chaos so he can keep coming back which honestly has me rather confused... and in Dissidia They Outright tell you that Garland IS Chaos.. so it's rather confusing..
Being a knight in a kingdom isn't technically an origin. The reports in Dissidia imply that he used his powers to travel into the future, where he joined the Cornelian knights. Then (according to the Japanese version), after having his marriage proposal denied, he kidnaps Sara. The the whole time loop business involving the fiends begins, and after the loop is severed, Garland somehow ends up alive again in the present, and I assume his role in FF9 takes place after that.

Wrong Garland! the Garland of FFIX was different from the one in the original final fantasy.. my brother made the same mistake
