Probably not. That's either a really low phase shifter, or its a thing called tape flange. It happens when the a single instrument on the tape (or digital audio file) or even the whole tape is slightly offset with the original recording. Sometimes, like in Big Cheese when it switches to the chorus, the flange stays in one frequency, creating that "over-fuzzy" guitar sound...

Now either my lack of knowlege is right, or I'm just blowing snot out my ass.
