Getting the first star is actually a lot easier with Luigi since you can just backflip over the snowman's breath and save yourself the trouble with that annoying penguin..

You can do star 2 with Yoshi using his ground-pound or fire breath. Or you can use Luigi (I always use him) with his power flower. The Ice Bully will go straight through him and you can punch while you are inside of him. If you keep using your power flower as Luigi, the Ice Bully will keep running through him.
