The scrapyards are part of the problem, too. They have to believe the metal is stolen - how else is some crackhead on a bike going to come up with aluminum siding or short pieces of copper pipe? Or 'new' wiring that was only installed a month ago? It's not like people are replacing these materials because they wear out so much...
Have you ever seen the muddy mess in front of RJ's Torching on Dort Highway? Trucks and cars lined up on the road waiting for the scales. That place a 24 hour a day operation! I have nothing against scrap metal places, or scrapping (as long as it's your own scrap), I've even thought about getting into it myself, but it is my understanding that they have to report anything suspicious, and take your ID, similar to a pawn shop?
