So does the ECU automatically hold the RPM at 4K? Is this only in 'M' mode? What are your M Dynamic Settings?

yes, the ecu holds the RPM at 4k. This is an Active Autowerke tune. They basically adjust back the 'factory' secondary limiter from 7000 to 4000 rpm or whatever you ask for.
