Look up the reasons why someone wouldn't be in it. Funeral homes often do it for family. Not all of these people had proper funerals, and I'm sure many weren't over 65 and many weren't claiming SS benefits. I looked up four of my friends who died, each less than 65 years old, and only two of them were in it. And how do you explain the victims who were in the index?
