LOL!! Hayate!!?? Penny's seiyuu is Hayate's seiyuu??!! I guess Shiraishi Ryoko and Miley Cyrus' voice does have a similar boyish quality to it...

But it's just funny knowing Penny is voiced by the same seiyuu as Hayate, Anew and Kaede.
