The tactics these "supersoldiers" use against the PC is idiotic, when their tram goes to a higher elevation they choose to jump to you and let you take potshots at them. Now if they were truly smarter they would have used the elevation against the PC and remain on higher ground where you have the least amount of cover sine you're practically exposed.

technically it is because they were on the thing while it was moving so when they jumped, they were actually in the air at the same speed as the tram=/

First of all, it's a video game about ghosts. First clue that it isn't realistic. Second clue, it's a video game. No other game is realistic.

Inertia is a physics concept. It is the tendency for an object to remain in its state of motion unless acted upon by an external force. So if the tram has been pulling the character along at a constant velocity, then his jump should work in following the tram's velocity as well.
