This is 2 males. They are easy to ID by the red head and prominent protruding chest feather which they BOTH have. Their highly unusual behavior was not an isolated incident (it occurred often over a 2 year period) and is DEFINITELY one male courting the other. Courting males often spread their tail feathers in a fan. These two turkeys grew up together and were inseparable for several years. Only one bird exhibited this courting behavior toward the other. He was probably just inexperienced.
