In my experience, the best thing to do when somebody cathces you staring at them is to smile for a second, keep looking just long enough to see if they're smiling back, and then look away for good.

Mostly, though, I find myself staring at people when they're like, really really beautiful, and then I just don't feel sorry at all. Come on, they're BEAUTIFUL. They've been blessed by nature, they shouldn't be bitching about us poor ugly creatures wanting to enjoy some of that too! :)
