Yes, its true that Phil being a closet homosexual is very strongly implied. He was in prison for 20 years, he obsessively hates gays or even the slightest feminine qualities (Johnny Sack crying), the scene with the bodybuilders on TV agitates him, and of course him "coming out of the closet" lol. It actually looked hilarious the way he did it, hehe.

Phil a closet queen? maybe. I don't think it was deliberately implied, though. At this point in the show, Phil had an axe to grind with Tony Soprano. Vito being gay (not to mention being married to his cousin) might've been just the excuse he needed.
