It should be a requirement that any Federal employee or elected official be able to recite the entire constitution before their first day of work. They should then be tested once a year to be sure they still have it memorized. Any failed attempt would be retested 1 day later and after 2 failed attempts in the same year, or 4 failed attempts over their lifetime they would be immediately dismissed and never allowed to work for the government again.
Congress couldn't care less about reading the Constitution, or what's in it. What we should be doing is getting citizens to read the Constitution. Hand them out on the street corner, or whatever, but half the problem is that many citizens don't have a damn clue what limits are (supposed to be) imposed on the government.
