@wangstick Because Isenlohrn didn't exist back then. Furthermore it was in the hand of the empire. So it was the ideal bridgehead for an attack on FPA territory. On the other hand the FPA propagating democracy and freedom probably couldn't justified an attack on a neutral territory like Phezzan (Also Phezzan did have a lot of influence in the FPA so there were probably some back room dealings involved)
