First you beat the first 14 or 15 gym leaders.Then you go to pewter city.talk to the old man next to the Poke Mart and he gives you a rainbow wing.(if you have Heart gold then you will get the silver wing) go back to Ecruteak city and go to the bell tower and the dude that always pushes you away will let you through.Then go to the top of the bell tower and battle Ho-oh.(go to the bottom of whirl islands by olivine city and cianwood city if you have heart gold. READ

sorry but u not needed to do that...and u can find a new steelix in mount silver.. if u want flash u go to the department store in goldenrod city and buy it from tm shop sorry.... that pokemons i used was marshstomp -ho-oh marshstomp surf ho-oh flash and mewtwo what i allready have catch .. u can use a pokemon what u find in mount silver...
