Why does it need flaps when it is flying low? Isnt the wing (wihtout the flaps) enough to generate lift? Why is lift generation different at low altitudes than at high altitudes?
low altitudes have higher pressure air, as high altitudes have low pressure. much like the ocean. that's why lift generation is different and airplanes have maximum operating altitudes. the wings generate plenty of lift given the proper airspeed. going too slow, if the wings aren't big enough, won't...therefore flaps make a wing dynamic according to the speeds (planes need to slow down enough for the relatively short runway and also avoid ruining the landing gear by landing too fast).

It's not the altitude he needed flaps for, it was his speed. He was flying slower so he needed flaps to help generate lift.
