What could Albania do? A small country that could not become a superpower to put order in the world. Enver paid tribute to communism in his first days and it continued like that, he was not man enough like Castro (communist in the west), Enver could not be anti-communist in the East. Who would Albania join? The nazis? Russia was the power that beat the Nazis but had another crazy leader, a menace and Enver was a menace to Albanians. What should not be forgotten is that by that time all the world was divided in East and West. Even Germany/Berlin was in half. In 1947 Jugosllavia was taking Albania inside of their union but Stalin stopped Jugosllavia from taking control over Albania. So Alb-Russia bond. But when Russia took Chekosllovakia Hoxha was man enough to protest and push out Russians with their submarines out of Adriatic sea.

But blaming Enver for the problems Albania has today isn't very realistic either, he did reinvest in the people's well being to a point and built a stable, independent nation. What have the governments ruling Albania since the fall of Communism done? I can't think of a thing, but I'm an American so I've never experienced life in the country first hand.

Again - most of southern Balkan was medieval before second worldwar. All coutnries developed and kind of left the medieval aconomy they were in.
But Albania hardly did that with Enver and northern Albania today is as close as one can come to medieval times in Europe. As long as you havent been there you really should not talk.
During Hoxha we had no female politicians. Now the speaker of the parliament is a woman.
Albanian economic didnt develope after the 50:ies. He left albania poor.
