they mean the content in the game, like the story, voicing, design, etc., not the game is finished and completely ready to be sold. They're still working on the bugs and glitches. Once they're done with that, which won't be too long away, they will start shipping out copies, and then begin selling around october 21st or something.

there is no mana limit, its just based on what level spell you are using and also how long it takes to cast that spell.

Livewire demo, he uses magic repeatedly, and no mana bar comes up, unlike when the hero gets hit and a health bar appears quickly.

From all the sources I have seen(the lionhead forum has a thread with a Fable 2 features list), the spells are only limited by their power, which upgrading spell and drinking the "potion of will" i believe will increase, and are also limited by the time you have to cast them, the more time you spend, the more powerful the spell.
