A guy I know once caught this girl trying to steal a mail package from outside his door- he told her he wouldn’t report it as long as she came in to talk about ‘reforming her character’.
He did his usual trick- gave her a coffee with a strong sedative & after waiting for it to kick in, bundled her into the back of his van & drove miles out of town, dumping her in open countryside. It was really cold & she was only wearing a thin top! I reckon he also raped her, but he won’t confirm this…

What do you want people to say? "Hey, are you stealing a bike?" or how about "Hey, is that your bike?" Most people don't carry proof of purchase around with them anyway so it doesn't matter. It's not the people of NY's fault. If you've had stuff stolen you should have protected it better. I'm talking triple chain, krypto lock, laser beams, and a rottweiler! Or, start setting up a sting operation to torture all bike thieves. Let me know if you need help.

@dafontenot I agree with your words, but the final tool used in this video (angle grinder) would defeat any of your counter measures mentioned in your post.
Apart from laser beams of course (I'm assuming you are talking about the motion detection type and not the fictional lasers from the James Bond movies).
But a rottweiler, yes - an angle grinder would put any dog out of action within seconds,
It is within the public's best interests not to intervene. They should just call the police.
