Dude! 2 things...you don't want a smolder. You want a hot, fast, burn to minimize the tars. Your FEMA will struggle with this by design. Secondly, there is cancer causing stuff in the smoke. Don't get so close until you light the flare.
your gasifier would work really well for a boat anchor.

You need a blower fan to exhaust the syngas from the barrel.

thats not really nesceserry ..
if the preasure has builded up to like 2 bar (dont know how much psi) than the gas will come out the pipe when you open the vaulve ..
and if you use thin pipe ( 4-8mm) than the gas will be under a constant preasure ..
so that also helps.
