1) Putin is not trying to bring back USSR. It's too late for that. What he is doing, he is trying to make Russia a strong international player LIKE the USSR. And he is succeeding in that.
2) Russia as a whole is actually warmer than Canada - and it produces more food than Canada does - with its population twice less than that of US. So it can feed itself.
