You are wrong, there was only one prosecution in this case and it was because Scooter Libby apparently lied to the FBI. Waxman misrepresented his conversation with the head of the CIA, and Rove was not the leaker. It was finally revealed that the person who revealed Plame's identity was her husband, Joe Wilson.

As it turns out Plame was not covert and Rove did not leak her name. Not only was Toensing right on both counts, but in fact Rove had not said he leaked Plame's name, he had only refused to deny he did, and the head of the CIA had not said Plame was covert, he had simply refused to say she was not covert. Waxman misrepresented the facts for his own political aggrandisement.

This is such a perversion of partisan politics. Waxman did his level best to suppress her testimony -- even though she was the principle author of the Intelligence Identity Protection Act which is central in defining Plames status....Plame was not protected under the law. No further argument.

This 'clip' doesn't give context to her testimony. She was being asked to explain statements that she made as factual which weren't factual at all. Waxman was trying to show those statements she made as factual weren't factual at all and Toensing being the good little partisian she is was not able to answer yes or now without showing the world what she really is so she tried to use up the time.

That is Rep. Waxman's perogative. He is asking these questions in the capacity of the Chairman of a Congressional committee, as opposed to that of some "fair and balanced" hack on faux "news". Ms. Toensing is under oath and, therefor, obligated to answer Mr. Waxman's yes/no questions without injecting her own partisan monologue.
