Waxman misrepresented his conversation with the head of the CIA, and Rove was not the leaker. It was finally revealed that the person who revealed Plame's identity was her husband, Joe Wilson.
As it turns out Plame was not covert and Rove did not leak her name. Not only was Toensing right on both counts, but in fact Rove had not said he leaked Plame's name, he had only refused to deny he did, and the head of the CIA had not said Plame was covert, he had simply refused to say she was not covert.
