Magus can solo Lavos at level 37, with a Haste assist from Marle.
Marle, Luca, Ayla can defeat Lavos at levels 27 to 29, using tons of buffs, but you'll need Green Dream, many Megalixers and a stack of Revives and Barriers.
Levels above about 60 well, your party is almost completely invincible. You can just sit there on Active mode and never die...

You Rotate XP between Frog, Ayla, Robo, and Luca, of course in a way that keeps Robo at the minimum since you want the lifeline party at the lowest possible level.
Run from all runnable fights and avoid all avoidable fights.
You'll need a guide to figure out how to get past a few of the more tricky "triggered" fights without leveling...
@release2 its simple. Keep him dead in almost every battle except one with gives 6 exp, and he will stay at lvl 1 the whole game. Check garlands or mooglebosses challenge videos if you want to know more.
@RPGGUY2500 I doubt it since for the most part the DS version is a direct port. I think the only thing they added was the final boss from Cross as an optional boss. I could be wrong about that. If that boss gives exp then it might give a bigger one but chances are it doesn't.
Yep, they added some areas with many enemies and bosses, which can be VERY hard and definetly harder than the bosses from the original CT (they spam high-level spells like Luminaire and Dark Matter)
And yes, it's possible to get a larger level leap, against Master-at-Arms and Bladesman, which together give 8200 EXP. And that's just it, the trio is still at second place on largest EXP, and the rest of the bosses give around 4000-6000EXP
On my old SNES cart, I think some of my characters had broke the 90's... but that's after so many replays that it wasn't fun anymore.
I would simply power past everything, then hit the floating palace in three different time periods...
Only later did someone point out you could keep leaving and coming back, stealing tabs from the same monster over and over. I felt a little silly knowing I could have just done that.
@GarlandTheGreat eh i've reached lvl 99 on 5 spearate files i dont see what would take so long unless you use the version with the horrible load times
@AraelEruLire The best place to level up in this game is (forgive me for not remembering the exact name locations) the side quest area at the robot factory by going on that conveyer belt thing. I believe in total for a full run you will get like 8-12k xp but I don't really remember too well but its a lot and it can be repeated indefinitely.
That's pretty cool. In all my years playing this, I had no clue that EXP awards never went above 7500. Makes me wonder how long it REALLY took me to New Game+ everyone's stats to **.

How did you get to this point in the game with keeping Crono at level 1? Aren't there unavoidable fights where you'd level up beforehand?

Characters who are unconscioius at the end of a fight do not gain XP.
Nobody gains XP if you wearing wallet.
Early on, Chrono and Marle end every fight knocked out, until you get the Wallet.
Characters outside the party gain the LOWEST number among 75% XP per fight, OR exactly the remaining XP needed to gain a level.
If you kill something that gives 100xp, outsiders gain 75 or an exact level up.
Unconscious gain nothing. Conscious gain 100xp.
