Actually, democracy is the right to vote for a government. By that definition, the U.S. isn't a full democracy, since our votes don't do anything. Its only representatives and senators (part of the government themselves) that do the real voting. And freedom of religion, speech, or rule of law has nothing to do with it. (P.S. - The government is censoring some parts of the internet. So do we fully have freedom of speech?)

The "Rule of the People" is to imply that the government is not in charge of us, but we common citizens are in charge of the government (via our individual votes) under a democratic republic.
