Southwest China's Tibet autonomous region will offer pension and medical insurance policies to monks and nuns at all monasteries in the plateau region starting from next year, under a new policy issued here this week.
All registered clergy aged 18 and over can apply for free for the policies, according to the social security measures.
"It's a major approach to improve Tibetan people's livelihood," said Wu Yingjie, deputy secretary of Tibet's regional committee of the Communist Party of China.
The move is aimed at protecting the rights of monks and nuns by extending public services to their monasteries, he said.
"The new measure has removed the household registration barrier, which confined the clergy's access to social security services to their home towns," said Ngawang, a monk at Ganden Monastery near Lhasa.
Ganden Monastery has more than 300 registered monks, but only the 70 Lhasa residents among them are covered by local social security schemes.
The rest of the clergy, from other Tibetan communities in the Tibet autonomous region and the neighboring Qinghai and Sichuan provinces,
have so far been uncovered by Lhasa's social security services, accessible only to locals, said Ngawang.
"The new policy will enable all the monks to get pension and medical insurance here in Lhasa," he said.
According to the new regulations, a monk can pay from 100 to 1,200 yuan a year into his pension fund and get a government subsidy ranging from 30 to 85 yuan a year.
After a monk turns 60 and has paid his premium for up to 15 years, he will get 120 yuan a month as a basic pension, plus a monthly return from his account which averages 0.7 percent of its total balance.
Monks who are already over 60 upon their application will get 120 yuan a monthly as a basic pension income, and will not have to pay their premiums, the document said.
Meanwhile, a monk can pay 60 yuan a year for his medical insurance and be subsidized 220 yuan by the government,
The document said monasteries will get a government subsidy equal to the total insurance premium paid by its clergy during the previous year for encouraging the clergy to join the social security scheme.
Meanwhile, such bonus subsidies will also be awarded to monasteries and clergy that are honored by the local government for law abidance and patriotism -- including acts to maintain social stability, according to the document.
The new measure, set to take effect in January, has received a warm welcome from the clergy at major Tibetan monasteries.
"It's a blessing for the monks and nuns. Now we don't have to worry about falling ill or getting old," said Ngawang Tongjor at Lhasa's Drepung Monastery.
The clause about the subsidy bonus is an important stimulus for monasteries and their clergy to abide by law and maintain social stability, said Lhapa, a monk at Jokhang Temple.

@wisdombeing good point. Also, he is saying his gurus are wrong with regards to Dorje Shugden. So that opens a big can of worms. If they can be wrong about this practice, then what makes them "right" or "wrong" about other practices? What is the basis for deciding that what your teachers have taught you is wrong? @wisdombeing this whole issue is very intriguing because the very basis for "banning" this practice was not really done in accordance to usual monastic code (the vinaya). It was one person saying that "this practice was wrong" and discounting 350 years of practice + thousands of practitioners.
It brings up a very important question as to what determines whether a practice is "legitimate" or not, and who has the right to decide this...

it cannot be that so many thousands of highly attained lamas and masters who have practised DS were wrong. How is this possible? Many of them are highly reincarnated lamas who have continuously taken rebirth over and over n been recognised by HHDL himself - are we saying therefore that they are all wrong? More and more DS monasteries and centres are flourishing and gaining great support, sponsorship and results. Why is it that the more he bans it, the more the practice flourishes? Fact: No ritual by any Lama has ever slowed down or stopped Dorje Shugden. Its impossible. There is no other reason for this except that are of the same mind, or Dorje Shugden is an enlightened being.
You know its working hand in hand because while HHDL is saying stop... DS is taking it all the negative ness and turning things into positive. I just wish the Tibetan people would only practice what they have preserved.

No unkind words were ever said against HH DL during all trances taken by the oracle. Dorje Shugden has no intention to harm HH DL. He never has and never will.
If you believe HH DL is Avalokiteshvara, trust in him to make the correct decisions. Why did he allow himself all this negative publicity. Does he really want to split the DS practitioners into two camps? Why is he doing this?
Dorje Shugden has been practiced for hundreds of years. HHDL himself practiced DS. Many high lamas like H.H. Trijang Rinpoche, 101st Gaden Trisur, Pabongkha Rinpoche practiced DS. Can these lamas all be wrong?
I do hope that the Tibetan culture will be preserved but more importantly is to hold our vows well that our practice do not degenerate.
It is so wonderful to read the comments below. I completely agree: both HHDL and DS are Buddhas and they are here to benefit all sentient beings. As Buddha Shyakamuni taught 84,000 different teachings to reach every level of minds, HHDL and DS are just 2 different methods to achieve the same result during these degenerate times!
May we focus on pure Dharma practice and not get overwhelmed by worldly matter injected through the DS controversy, so that we gain the merits to see Dharma flourish.
@leedhi well said! If we focused on the positive and enlightened aspect of what Dalai Lama teaches us and what Dorje Shugden encourages us to do in our practice, we would go very far in our spiritual journey and gain innumerable benefits.
Dharma practice begins & ends with our minds and how we react to situations or perceive things. We can choose to see a situation positively or negatively - and the result and benefit we gain from that will correspond accordingly.
May HH live long, may HH spread that Dharma in the 10 directions. May Dorje Shugden help clear the path for HH to do his work in this life and all future lives. No matter what is said about him he still continues to support HHDL. That is an enlightened protectors very being!
I think in the spirit of these Tibetan people, we should learn from them that they do stick through thick and thin with the people/deities that they love.
I am sure at this moment, they find it hard to abandon HHDL and at the same time hold DS close to heart.

I do not have the merits to be in the presence of HHDL. I cannot say that I dislike him for proclaiming the ban on DS practice. However, I trust him and dharma protector to see me through this difficult period. I know that this ban is only temporary and I will stick through it and I am sure all DS practitioners are taking this stance of patience and perseverance.
perhaps we need to look at other ways of supporting DS practitioners within the Tibetan communities other than to just critique the Dalai Lama. I think by now, it's clear the Dalai Lama won't be lifting the ban - at least not for awhile - and the TGIE are very aggressive in maintaining the ban...
so let's look at how we can gain favourable support from other parties for DS practitioners instead, show the world how GOOD DS is instead of always just going on about how BAD the DL is.
oh let's find more ways to advertise and spread the benefits of DS to the world. HHDL is good but i think the person on the mainstage for now and many years to come should be DS.
@harrynephew i like this very much. We should look at the situation more positively - i.e. the positive aspects of DS rather than just the negative aspects of what the Dalai Lama is doing. Hate campaigns, criticism, finger pointing and protesting ONLY does not lend a positive energy to Dharma or practice. We need to strike a balance.

Dalai Lama can influence the general Tibetan population to do anything. At his word alone, the entire nation turned against the Dorje Shugden practitioners. So Dalai Lama has the power to do the opposite to restore harmony to the population. Why isnt he doing that?
Dorje Shugden helps all living beings. Rely upon him constantly to notice the benefits. Rely upon him sincerely so that the most conducive conditions for our Dharma practice will arise.
All Dharma Protectors are compassionate and have wisdom. They are no different from each other in compassion and wisdom. It depends on your own karma how one Dharma Protector will help you.
there has been a lot of contradiction (it seems) in what the dalai lama says. how can an incarnation of Avalokiteshvara make these "mistakes" (if that's what they are?).
DS also makes contradictions when he speaks thru oracles. He says don't criticise DL, but he also supports new DS monasteries like SharGaden (which seems to go "against" DL.
DS & DL are cancelling each other out by their contradictions... so I'm thinking that it's all leading 2somethin bigger than we can fathom right now...

@Varavaken I don't think it's good to quote from HH the 100th Ganden Tripa who is infamous for his appearance with controversial Master Loo Sheng-yan. He even sat on the same level as the Master. He was discussed as being a "disgrace" to the Gaden Tripa status. I recently saw the video and confirming it for myself. Southwest China's Tibet autonomous region will offer pension and medical insurance policies to monks and nuns at all monasteries in the plateau region starting from next year, under a new policy issued here this week.

The real issue is these "exiles" created from DL's failed insurrection 50 years ago. These "exiles" in India are a threat to Tibetans in China's Tibet.
Their prosperity does NOT lie in the disruption of lives of the 6.5 million Tibetans in Tibet. Terrorism is not the solution, you angry and jealous people in Dharamsala India.

Gaden practised Dorje Shugden and is a Gelugpa monastery. They only stopped practising after the Dalai Lama banned it. Are you saying that Liberation in the Palm of Your hand by Pabongkha Rinpoche is a sectarian text?

The majority of the Gelug lamas agree that Pabonkha´s promotion of Dorje Shugden was a mistake. Pabongkha was the founding Lama of Shugden movement. Noone is dismissing P. but his involvement with DS has been questioned. A deity of dubious origin.

@wisdombeing good point. Also, he is saying his gurus are wrong with regards to Dorje Shugden. So that opens a big can of worms. If they can be wrong about this practice, then what makes them "right" or "wrong" about other practices? What is the basis for deciding that what your teachers have taught you is wrong? Very dangerous.

@wisdombeing this whole issue is very intriguing because the very basis for "banning" this practice was not really done in accordance to usual monastic code (the vinaya). It was one person saying that "this practice was wrong" and discounting 350 years of practice + thousands of practitioners.
It brings up a very important question as to what determines whether a practice is "legitimate" or not, and who has the right to decide this...

DS is not Tsongkhapas tradition. The Gelug tradition has three Dharma Protectors.
Pabongkha made him the Gelug protector. He used DS to promote his own sectarian views. Since P. DS is exclusively associated with Gelug sectarianism.

Many of them are highly reincarnated lamas who have continuously taken rebirth over and over n been recognised by HHDL himself - are we saying therefore that they are all wrong? I like this idea v much as you can actually see that happening Dharma is more prominent than ever, and the fastest growing religion. DS also.
And this theory also promotes mutual respect of both DS & HHDL which is a very beautiful way to practice.

You know Varavaken, I only hear it from your mouth. Why is it that nobody ever reports on it? Not even the Dalai Lama himself talks about such a campaign. I have seen nothing yet from anybody nor any YouTube video reporting on this. If it was true, wouldn't there be a video to report it? Instead, there are hundreds talking about the injustice done to the Dorje Shugden practitioners in India. So who should I trust? Your word or my own eyes and ears?

Dorje Shugden has been practiced for hundreds of years. HHDL himself practiced DS. Many high lamas like H.H. Trijang Rinpoche, 101st Gaden Trisur, Pabongkha Rinpoche practiced DS. Can these lamas all be wrong?
I do hope that the Tibetan culture will be preserved but more importantly is to hold our vows well that our practice do not degenerate.

It is so wonderful to read the comments below. I completely agree: both HHDL and DS are Buddhas and they are here to benefit all sentient beings. As Buddha Shyakamuni taught 84,000 different teachings to reach every level of minds, HHDL and DS are just 2 different methods to achieve the same result during these degenerate times!
May we focus on pure Dharma practice and not get overwhelmed by worldly matter injected through the DS controversy, so that we gain the merits to see Dharma flourish.

@leedhi well said! If we focused on the positive and enlightened aspect of what Dalai Lama teaches us and what Dorje Shugden encourages us to do in our practice, we would go very far in our spiritual journey and gain innumerable benefits.
Dharma practice begins & ends with our minds and how we react to situations or perceive things. We can choose to see a situation positively or negatively - and the result and benefit we gain from that will correspond accordingly.

I am sure at this moment, they find it hard to abandon HHDL and at the same time hold DS close to heart.
Let's do the same. There are no sides to take. They both are Buddhas.

I do not have the merits to be in the presence of HHDL. I cannot say that I dislike him for proclaiming the ban on DS practice. However, I trust him and dharma protector to see me through this difficult period. I know that this ban is only temporary and I will stick through it and I am sure all DS practitioners are taking this stance of patience and perseverance.

perhaps we need to look at other ways of supporting DS practitioners within the Tibetan communities other than to just critique the Dalai Lama. I think by now, it's clear the Dalai Lama won't be lifting the ban - at least not for awhile - and the TGIE are very aggressive in maintaining the ban...
so let's look at how we can gain favourable support from other parties for DS practitioners instead, show the world how GOOD DS is instead of always just going on about how BAD the DL is.

@harrynephew i like this very much. We should look at the situation more positively - i.e. the positive aspects of DS rather than just the negative aspects of what the Dalai Lama is doing. Hate campaigns, criticism, finger pointing and protesting ONLY does not lend a positive energy to Dharma or practice. We need to strike a balance.
I recommend going to dorjeshugden (dot ) com and reading all the great information there about DS practice, the lamas and lineage. v beautiful pix too.

there has been a lot of contradiction (it seems) in what the dalai lama says. how can an incarnation of Avalokiteshvara make these "mistakes" (if that's what they are?).
DS also makes contradictions when he speaks thru oracles. He says don't criticise DL, but he also supports new DS monasteries like SharGaden (which seems to go "against" DL.
DS & DL are cancelling each other out by their contradictions... so I'm thinking that it's all leading 2somethin bigger than we can fathom right now...

@Varavaken I don't think it's good to quote from HH the 100th Ganden Tripa who is infamous for his appearance with controversial Master Loo Sheng-yan. He even sat on the same level as the Master. He was discussed as being a "disgrace" to the Gaden Tripa status. I recently saw the video and confirming it for myself. The later Lamas were all direct or indirect disciples of the great Pabongkha Rinpoche and Trijang Rinpoche. The 14th Dalai Lama says that Pabongkha Rinpoche and Trijang Rinpoche were "wrong" to worship Dorje Shugden, but they have been recognized as emanations of Heruka and Amitabha respectively, and were the principal upholders of Je Tsongkhapa's Gelug doctrine in their time; so how can they be wrong?

Dorje Shugden has been relied upon by the highest Lamas, who themselves have been recognized as enlightened. These go all the way back to the 5th dalai lama and ngulchu dharmabhadra, to trijang rinpoche, zong rinpoche, tathag rinpoche etc.
These Lamas themselves have all been recognized as realized, holy beings, with many thousands of Tantric disciples who revered them as living Buddhas.
dalai Lama can't ask Tibetans to shut up cos he would have to say that to his gurus too!

Sooner or later you have to start questioning the dalai lama's sincerity in his quest. He says he only want autonomy but an autonomous tibet would be a part of china yet the dalai lama refuses to acknowledge this so what exactly does his interpretation of automony mean? If he is in fact not seeking independence for tibet than simple acknowledge tibet as a part of china so the negotiation can begin. I smell politics!!!
