Craig, On second thought, the governor hunting is a fuel starvation problem. Should be an easy fix with a carb idle jet cleanout. The way to check is to feed map gas or propane into the intake while it is hunting & if it evens out it's fuel starvation.
That's also the reason you need to choke it when it's warm. Fuel Starvation.

Sometimes i think people sell houses, and they leave their old power equipment behind for the new home owners. Since the new home owners might already have power equipment they cluelessly throw the old stuff in the trash thinking they dont have any value.
Why it was thrown out is beyond me. Their was 2 mowers there. The recycler was the more handsome of the 2, so i hauled it home. I ran the tank of gas out completely, and im going to clean the float bowl out before the next fill up.

@egreene27 i used the mower all last summer, and it did not use oil. I adjusted the carb, and sold it this year.

Get a carb Gasket kit that will take care of that my yard machine that I got for free did that put new carb gaskets on and that went away

I hav a 12.5 hp Briggs and Stratton I have cleaned the Carbutaror twice, It starts but the engine is hunging, rpm up and down . What do you think?
