They can locate any leaving creature and determine with a *certain accuracy* its coordinate without the creature holding a communicator. Around any given coordinate (at a certain region around the coordinate), the transporter is able to beam up everyone there. The pilot was relatively isolated, so they beamed him up. But Capt. Kirk was closely surrounded by others, and the transporter would probably beam everyone in that room. This would bring further difficulties for them...

This is the second worst episode of Star Trek. Only The Alternative Factor can claim the title of worst episode ever. The ending to this episode sucked ass. It sucked like the black hole that sent the Enterprise to 1969.
I've always wondered about this episode, everyone fan says its 1969 because of Apollo XI, peronally I think it's set in 1967, and the moon shot they were refuering to was Apollo I, since this episode aired three days before the Apollo I fire

@BTTFBMW Its because they can't locate him without the communivator, so if they can't locate him, they can't beam him up.
