Could try figure out if it's influenced by anything else. Try different meters, try see if there is a morning evening difference or the weather is of influence. My imagination says the wire is radiating a scalar Æther field. ^_^ Does the voltage also drop when you cover the incoming wire?
I have to agree, I'm having all kinds of false readings with my digital meter(same as that yellow one). Analouge is the way to go.
