Permits are only created to make the city more money and/or to squash your right to free speech by denying you the permit.

Mike's just been legally process-served (by I assume a sheriff's deputy/city cop). Even if he doesn't touch the paperwork, it doesn't matter. They can throw it at your feet, or place it on your windshield while you're in your car.

The server was very well-behaved & definitely deserves some credit for his patience & amiability. He's just doing his job as a process-server. Don't be angry with the cop. Be angry with those responsible for initating the service of the summons(?) in the 1st place.
