Allow me to nerd out for a minute and just say that the Abomination speaks because Blonsky's transformation is completely stable. Once he changes, he can't go back like Bruce does. So, for Bruce, he is two different people, one intelligent, and one savage. Hulk can utter basic phrases, but he has no speech. While the Abomination is Emil Blonsky, transformed, with all the intelligence, memories, and now the strength and power of the Hulk.
