O'Neill is brilliant which makes this so odd- especially at 1:40. She acts as if she's been perfectly clear as to her view on the question of who is to decide the competent recipients of data, but she's not been at all clear on that-- inviting Monbiot's (apparent) misinterpretation. When he then asks her, very straightforwardly, to clarify, she jumps down his throat. Nutty. The whole debate is available & worthwhile.
