The idea was that the working class folks - who were hit with a doubling of the payroll tax (to pay the benefits of the baby boomers) - would finance the tax cuts to the wealthy (who only pay a payroll tax on a small portion of their income). So Reagan began the transfer of wealth from the working class to the rich.
