That's just a regular bird. They have incredibly flexable necks (ever seen a pidgeon sleep) It's not perching regularly but then the surface it's standing on is rounded and slightly awkward for the bird to rest on. The only explanation I can think of for this video's claim is complete ignorance. Apologies if I offend anybody here but that's the truth :-)

NOT evolution in progress, used to be feathered legged pigeons many years ago, used to also be fan tailed pigeons. Sometimes nature falls back for some reason. Same as two blue eyed parents could have a brown eyed child, it falls back a generation or two. But I do have to admit due to the genectic defect with the legs it looks weird.
