Unfortunately, this woman didn't realize her number was invalid. Sounds like someone just arbitrarily made up that address for that little building, but you can't have a letter with a numbered address, only an "apartment B" or "Suite B", but the city has to approve of her address first. That has nothing to do with the postal service. Her number was the same as the other business, so it makes sense that they delivered her mail there.
