Well, I can't say much for the fish, but once the snake's head it removed it's dead. The body movement is a muscle spasm caused from heat and seasoning. However, the fact that it's still twitching means it's not fully cooked, and reptiles carry salmonella, so I wouldn't want to eat that. The fish, on the other hand, after being gutted, may still be alive on what little oxygen it's brain has left, so yeah, that's pretty effed up.
