Censors were super "bitchy" back in the 90s. Many would complain over the slightest bit of inappropriate in cartoons and possibly start huge grassroots movements. And they were very paranoid about violence: the British were too scared to say Ninja in TMNT because they thought it would promote violence.

The reason why shows like Rocko's Modern Life and Animanics were allowed on was because the writers tried hard to slip innuendos in.

I loved Cow & Chicken, Courage the Cowardly Dog, Dexter's Laboratory, and other Cartoon Network creations of the 90's, but I can't help but believe these shows led to the Spongebob's of the world. Kids today should be able to watch these cartoon classics so they know what GOOD cartoons are like!
