Here's ideas for how to use the same voices heard in other parts of Morrowind:

0:02 - When an enemy is running away from you.

0:07 - ...Perhaps in some greeting where they would normally say "let's hear it."

0:15 - When an Assassin comes up behind you while you're resting (if you have Tribunal installed).

0:17 to 0:29 - Sounded just right for the agent talking to you, since he was "frozen" and needed you to tell him what class you wanted to be.
