That was indeed interesting i remember going to the daoctor with my mother for my sister and the dr.'s seemed not to want to comment on the fact that my sister talked so early, i remember being told that most children don't walk until about 13 months and honestly i know of only a few black children who took that long to walk

Like it or not, one's proficiency in reading, writing, and speaking IS an indicator of intellectual capacity. The various dialects in the United Kingdom are, for the most part, intelligible. However, some butchered dialects, such as the dialect used by the Pikeys in the UK, and, to a lesser extent, the dialect used by rednecks, are often unintelligible to anyone outside of a small group. Ebonics is mangled English just like the aforementioned dialects. It is inferior.

Firstly, the assumption about Koreans is incorrect because we're talking about a second language. With regard to blacks, we're talking about a first and only language. A person's use of complex language and a large vocabulary is a decent indicator of intelligence, but, as you said, practice makes a difference (as does access to learning materials).

I'm not setting a standard, especially not my particular dialect. The vast majority of English dialects are intelligible to those who speak other dialects, thus they achieve GREATER communication. Dialects like those of the Pikeys and many African-Americans are so different that they can only achieve optimal communication within that small group. A person speaking with a foreign accent is often easier to understand. Yes, languages evolves, but there are always a few nasty mutants.
