Goto Start > Control Panel > Clock Language and region > Change the date, time, or number > then Shortime hh:mm tt  , Longtime hh:mm:ss tt

Short Time-H:mm,HH:mm

Long time-H:mm:ss,HH:mm:ss

By the way I done this video on Windows 7, But It's the same for Vista.
