@NewZen41 Yeap. The game was super unbalanced... Think of how they fixed Vanilla SF4 from being a Sagat/Ryu show to being Super, where everybody was nerfed to fuck... Same idea, only 3S was still difficult to learn and had it's 1-hit deaths... SSF4 has none of that.
One link that does work that Ken does in the beginning... the EX Tatsu to SA3 works on Elena.

I'd also like to point out that B+MK, SA3 isn't possible in 3s on a standing opponent. Nor is UOH into SA3. Opponent needs to be crouching.
@Zeronum2 Yes, atleast Sean and Ibuki are way better in 2i than in 3s. Sean is top tier for one reason; ridiculous meter building with b+hp due to a bug. Also, as seen in this video, he can combo into hyper tornado very easily. Ibuki I belive is usually second on the tier lists.
No one is 100% sure because second impact was abandoned after a year for third strike. The best characters are supposed to be Ibuki and then Gouki, so the tiers would likely be very different.

The Hugo combos won't work on the Dreamcast. You can do most of combo #2 but since they removed Hugo's rapid fire jabs it looks and feels much worse.

Ken's overhead kick into super only works in crouching targets in 3S.
Strong, fierce is Ken's target combo and is cancelable.Cancelling is the only way to combo into the super in 3S.
In this video I clearly wait until Ken recovers before going into the super, which combos here but not in 3S.
