It's funny, you actually can't tell from these videos. Indeed, she's speaking it, but fluency is a technical term referring to the speed at which information is processed. So, because she edits the video and says one line at a time, you can't actually determine whether she is fluent.

You can tell better on earlier videos where it's not so edited. I know that my old Japanese teacher wouldn't call her fluent, but she is indeed a very good speaker.

I can't tell if shes fluent because the video is edited but I would say her level of Japanese is high intermediate too beginner advance she knows alot of verb conjagations and many words, the key too too japanese is hard work the more you study the better you'll be living in japan you could learn the language much easier, so if you live in America try getting a japanese friend too talk, where I live noone speaks Japanes so I have too talk to myself

she lives in nagoya, japan & has been studying japanese since she was 12. she has japanese friends, a japanese boyfriend & has her own little TV show type thing on a website that teaches japanese to people. that site is run by a guy that's a professional translator for the past 18+ years, who is married to a japanese woman & who grew up in japan. so i would say her japanese is pretty damn good. as for the anime character thing (dtrich), she's being silly. i thought it was cute.
