The pirates arent trying to destroy the boats, they're trying to hijack them. It's pretty easy to just torch the boat and its operators once it's obvious they're holding weapons and/or trying to board the ship.

Plus, lasers can be used to dazzle potential hijackers before lethal force is needed.
