I have the exact same issue, I Upgraded from a gtx 260 to an asus GTX 480, messing with the shader settings fixes the blurry unit portraits, but the lack of flame/explosion effects stays, a restart fixes it, updating/removing reinstalling drivers does not fix it and it's permanent once it happens again, meaning I could leave my computer idle for 5 hours and if I open SC2 up again I get the same issue.
Found a few other people having the same issue, it seems to only happen with nvidia cards.
thanks for sharing that, hopefully someone will find a solution. Since posting the video i've determined that its not a video card issue, as I let it to my friend and it works just fine on his computer
sounds like you need to reinstall sc2 and that doesnt look like ultra settings to me.
