He was what the Army calls an "Information Operations" specialist, someone who is supposed to manage themes and messages (for all audiences) for the commander. He was asked to do his job, what he is trained and educated to do, help the commander tailor their command brief and messages to specific audiences. Nothing illegal or immoral there.

Using resources budgeted for information/psychological operations to message U.S. citizens is illegal on it's face. It's a simple matter of law. It's blatantly illegal, and the fact that it was done by the military to manipulate members of Congress into providing more funding for war makes it very alarming. Even if the use of psy-ops personnel and expertise had zero impact on the outcome of the funding decisions, the use of those resources in that kind of attempt is illegal.
