I think he uses milk powder because milk wouldnt give it a "milk chocolate" like consistency when heated, it will turn into fudge, depending on how much milk you put in you will either have a brittle like chocolate fudge bar (too little) or you will have a gooey mess (too much).
In this case, 1 cup of sugar needs a little more then 1/4th a cup of milk but a little less then 1/2 a cup of milk. Thats the tricky part, ive never used milk powder before but now im curious now...
Hey, without cocoa butter, your chocolate will not have the same textural properties as real milk chocolate. There are 6 crystal forms in cocoa butter, and the fifth highest melting crystal allows chcolate to stay in your hands without melting. But with butter, i think it will surely melt in your hands.

for the quantity shown in the video, it took me about 10 mts of cooking time, ( excl. the grinding and making the mix ) .. but really, the time would depend a lot on the quantity, and the ambient conditions, the moisture in the stuff etc.. and so i can't offer any correct timings ... cheers :-)
am just guessing,..maybe you need to blend the ingredients in a blender before setting it out to cook ? or have you tried cooking it for lesser time ? maybe just a little more of butter ? sugar usually causes lumps if too much / too little is added ....i'm sure you'll get it right the next time around .. all the best ! cheers ! :-)
i use raw cocoa powder only ..the ones used to make warm chocolate drinks have milk powder etc already in them and i haven't tried with that powder ... thanks for commenting and cheers ! :-)

sorry, at that time i did not think it was necessary to show the chocolate being broken.. but i remember it did taste good, was like commercial chocolates .. and you need both hands to break that sized chocolates and i would have found it difficult to show since i need one hand to hold my camera ... :-)!
out here every blender / mixer comes with a dry grinder attachment - a cup - in which you could grind the sugar into a fine powder ..you would be able to see the attachment in work in my posting titled "mysore pak making made easier " in which i have shown the attachment and sugar being powdered ..hope this helps ...:)
