When I beat metal general ex I half expected hr-d3 (i already knew about him before I battled him) then when I beat him I wasn't expecting a second form at ALL and I was like -O-

For the 3rd phases of the boss(and considering his weak point is basically right in front of him), HR-D3 actually gives you A LOT of time to spam at least 2 full charged Hadoukens at him, when he does his giant laser attack or when he punches at you. Other then that, Fighter seems like an effective choice for this, mostly because it has a lot of invincibility.

This was emulated on Dolphin, and to optimise the screen capture I disabled the fog effect.

It made a very significant graphical difference though.
