I am an intelligent person, but I just don't understand this. I mean, it's mildly funny, but is seems more like a psychological experiment than a comedy sketch. Can someone explain this to me?

Agh, comedy is subjective, so really how can you explain this is funny... But right now comedy world is saturated by people making lame songs (anythings funny if it rhymes, apparently). Some people do it right, like Flight of the Conchords... but you have too many people like the Shane Warne Musical thing (what the hell was that?). This is different. i also think that the funny part is how they "did this to explain how a bill becomes a law to small children". it has nothing to do with that.
