bunch of 8bit-like samples and a decent tracker software eg, milytracker or openmodplug tracker, google :)

You could also use tracker platforms on the PSP, like Rhythm8
There's also some homebrew 8-bit tracker apps out there... they work excellently.

They program synthesizers and / or work with old sound chips from amiga / c64 gaming consoles.

well, you need to get trackers for chip sounds... but be aware, it's a totally specific style! chip music is a category of its own. to my opinion, the only way to learn composing it is to study existing tunes.
